What services does Community Action Partnership's Weatherization Department offer?

Our Weatherization Department offers multiple home retrofit services to qualifying households within our services area.  Each program has its own income guidelines and services area.

Our Weatherization Assistance Program is designed to enable low-income families to permanently reduce their energy bills by making their homes more energy efficient.  Measures may include attic, wall, and floor insulation and testing space and water heating equipment to assess the need for repair or replacement.

Additionally, we offer Emergency Repair Services to help qualifying low-income households within our service area with heating system and water heater repairs or replacements when funding is available.  We may also be able to assist with minor electrical and plumbing repairs, and in limited situations where there is a documented necessity, with air conditioner repairs or replacements.

We also offer Other Retrofit Services when funding is available.

What are the income guidelines for CAP's Weatherization programs?

Because the Weatherization Department receives funding from multiple grant sources, income guidelines vary from program to program.  You may review the income guidelines tables for each program we offer by visiting our Income Guidelines page.

How do I apply?

If you are interested in applying for the Weatherization Assistance Program or any of our other home retrofit services, there are a few ways you may apply:

  • You may visit our Application page which will allow you to submit an electronic application.
  • If you apply for one of our Energy Assistance Programs, you may also complete an application for Weatherization Services at the same time with staff in that department.
  • If you are only interested in Weatherization Services and prefer to apply in person, you may contact your local office to request information about what documentation you need to provide and to schedule an appointment.

Are renters eligible for services offered by the Weatherization Department?

Renters are eligible for the Weatherization Assistance Program provided we are able to receive written authorization from the owner of the property.

However, some services offered by the Weatherization Department are limited only to owner-occupants due to funding restrictions.

When will my home receive Weatherization Assistance Program services?

Of the approximately 11,000 households that apply for services, funding availability only allows for weatherization of about 250 homes per year, which is about 2% of those that qualify.  For this reason, it is difficult to estimate with any certainty when a particular home would be selected for services as part of the Weatherization Assistance Program.  Wait times vary for each household based upon priority level.

A household with a heating emergency is the highest possible priority for a Weatherization Assistance Program application, and applications for households with an emergency will be processed within a few hours.  Provided funding is available, a heating contractor will be contacted to address the emergency need as soon as their schedule permits.

How does CAP prioritize each application for the Weatherization Assistance Program?

Weatherization staff prioritize applications for the Weatherization Assistance Program using the state Application Priority Formula.

During the prioritization process, staff members review household prior 12 months’ energy consumption and costs from all energy sources.  Household characteristics such as age, disability, and household income are also utilized when assigning priority, but the majority of the priority points assigned are derived from the energy usage and cost information provided with an application.

How long does my application for the Weatherization Assistance Program last?

An application for the Weatherization Assistance Program lasts for 1 year from when the income was certified.  Income older than 12 months will have to be recertified with a brand new application.
