Program Summary

When funding is available, Community Action Partnership’s Weatherization Department has access to additional grants to allow us to offer services beyond the Weatherization Assistance Program and emergency repairs. The following are additional programs and services that we offer when funding is available.

Healthy Homes

Community Action Partnership may be able to assist low-income households in Asotin County interested in having their homes weatherized with additional health-focused measures, such as:

  • Asthma Mitigation Education
  • Dehumidifiers and Dehumidistats
  • Dust Mite Covers
  • Exhaust Fan Installation
  • Green Cleaning Kits
  • Handicap Accessibility Equipment Installation
  • Handrail Repairs & Installation
  • Household Chemical Removal
  • HEPA Furnace Filters
  • HEPA Vacuum Cleaner
  • Shower Mats
  • Slip & Fall Prevention Education
  • Smoke & Carbon Monoxide Detector Installation
  • Step Repairs (Limited)
  • Walk-Off Door Mats

The intent of the Healthy Homes Program is to improve the health of household members with identified needs, such as asthma, respiratory illness, and those who are at increased risk for slips, trips, and falls. The program adds limited health-focused improvements to homes participating in the Weatherization Assistance Program to reduce disease and injury outcomes from housing-related hazards and helps ensure that homes meet minimum health and safety requirements.

This program is also available to households where we are unable to find cost-effective weatherization measures, including homes that have already been weatherized.

To be eligible for this program, households must reside in an eligible dwelling within Asotin County, and meet the income guidelines for the Weatherization Assistance Program.

Heating System Replacement for Avista Customers

Community Action Partnership may be able to assist low-income Avista customers reduce their monthly energy bills by replacing their existing electric furnace, baseboards, or low-efficiency natural gas furnace with either a high-efficiency natural gas furnace or an electric heat pump (if natural gas is not available in the area). We may also be able to replace a household’s electric water heater with a natural gas unit on a case-by-case basis.

This program will automatically be considered for participants of the Weatherization Assistance Program provided the funding is available at the time of service. It is also available to households where we are unable to find other cost-effective weatherization measures, including homes that have already been weatherized.

To be eligible for this program, households must reside within our service area, income guidelines for the Weatherization Assistance Program, be an Avista customer, and verifiably heat with either electricity or natural gas.

Housing Preservation Grant

Community Action Partnership may be able to assist low-income households in our Idaho service area that reside in non-urban communities to repair or rehabilitate their homes. Possible measures include the following:

  • Electrical Wiring Repairs or Replacement
  • Foundation Repairs
  • Handicap Accessibility Equipment Installation
  • Roof Repairs (Limited)
  • Septic or Sewage System Repairs

This program will automatically be considered for participants of the Weatherization Assistance Program provided the funding is available at the time of service. It is also available to households where we are unable to find other cost-effective weatherization measures, including homes that have already been weatherized.

To be eligible for this program, households must reside in an eligible dwelling within our Idaho service area, meet the income guidelines for the Housing Preservation Grant Program and live in a non-urban community.
